It really depends on the icon. I use a fair amount of screen layers (usually at least 1 on every icon). I think what really gets it bright with that contrast is I use a light blue layer on burn and then on top of that a light brown layer on overlay (depending on the image, with varied opacities. Usually I bring the overlay layer down to like 70ish and the same with the burn layer).
