You can only do it if you have a paid account. There's this thing where you enter your phone number and a like... number so that you can later verify that you are who you say you are. Then you call the number of the nearest LJ place to you and it'll ask you for your phone number and the verification number. Then it'll tell you to record your message, and when you're done post the # sign. After that, you can press 1 to listen to your message, 2 to record it again, 3 to have it be posted publicly, 4 for a friends-locked post, and 5 for a private post.
