It's not a brush, but it is pretty simple to achieve the affect. Here's a mini-tutorial for it. It's written for PSP 8, but if you have a differen't program, I'm sure it's translatable.
1) I usually make the text first, so create a new layer and add whatever text you want. Alternatively, you could do it without text if you just wanted the shape, but I find it looks better backing text. 2) Create a new layer. Move it under the text layer. 3) Use the rectangular selection to make a rectangle outside of the text. I usually make it so that it's, at the most, one pixel from the text. 4) Flood fill it with the paintbucket to whatever color you want. 5) Rotate the image [on PSP 8 it's image>rotate>free rotate, and make sure if you're using PSP 8 to have the "rotate single layer around canvas center" option checked. Not sure if there's anything like that on PS or other versions of PSP] to either the right or left [your choice]. I usually rotate it between 1-4 degrees, but it depends on how long the text is.
After that, you're done. #5 looks slightly different because I erased the part of the rectangle that went past the white ripped page brush I used on the bottom.

That is a brush. I believe that one is from one of crumblingwalls decorative brush sets. If it's not, my resource page is here, so you could check the brush-makers listed there.
